Granting
Over the last 6 years, IRCU has accumulated experience in managing grants. It has instituted systems that guarantee efficiency in grants movement from the secretariat to FBOs for service delivery. The systems also ensure that reporting, accountability and compliance with grants extended are prudently adhered to.

As a plat form, IRCU secretariat mobilizes and secures funds for various interventions. IRCU then issues Request for Applications (RFA) through IRB and newspapers, soliciting for proposals from FBOs to be funded. Applicants route their applications through IRB except for independent faith based organizations that do not have affiliations to IRCU member organization such as independent Pentecostal churches.

IRCU will constitute panels of experts to under take the proposal review exercise. Prominent service providers including government line ministries that IRCU partners are part of these panels

This process involving identification, proposal solicitations, review, selection and grant award is led by respective IRB with technical support from IRCU secretariat. Approval of grants is made by the Executive Board. Where applicable, the Board shares recommendations with the donor including funding levels to give final approving authority.

Partnership
IRCU partners with several government ministries, departments and local authorities in the management and delivery of services. In all interventions, the established guidelines by the various line ministries such as Ministry of Health, Ministry of Gender, Labour and Social Development are used to ensure that quality services are provided. Partner Agencies such as: The Aids Support Organization, Joint Clinical Research Centre, Mild May Centre, Aids Information Centre, Centre for Disease Control among others are partnered with for referral purposes and capacity building of the implementing communities.

We have worked with some of the partners to scale up activity coverage by increasing counseling space and waiting rooms at Palliative care and ART sites and promoting access to HCT community outreaches.

Ministry of Ethics and Integrity based on our partnership has established a committee largely composed of IRCU member representatives to review and offer guidance on issues related to morality in the country. Our efforts in Peace, Human rights and justice are commendable within the Ministries of Internal Affairs and also in Justice and Constitutional Affairs.

Faith Based Organizations
Religious institutions have demonstrated an incomparable ability to work for peace and development given that more than 80% of the primary, secondary and tertiary education establishments, 75% of the universities and about 42% of health establishments in Uganda were founded and are managed by faith based organizations.

FBOs have also played a critical role in influencing social- economic destiny of Uganda. The Church, mosque and other FBOs are the largest, most stable and most extensively dispersed non-governmental organizations that provide, in addition to health, a ray of community services including education, environment, peace and reconciliation, among others to individuals and their families through schools, churches/mosque and other faith network structures. We rely on these strengths to delivers in the various communities in the country. Current Faith Based sites

Community Structures
Our work recognizes the important role that the family, places of worship, local authorities, schools and volunteers play in ensuring effective services to the community. Our mode of operation enhances participation at all these levels and involving beneficiaries in making right decisions about their health and wellbeing.

Where cohesive community structures such as rights protection teams, PLHA teams, Awareness teams and mobilization structures exists; IRCU FBOs are encouraged to further empower them with skills and knowledge relevant for effective service delivery. Where such structures are limited or non existent, they are built. During capacity building trainings, consultative workshops and evaluation meetings, community halls, churches and schools are used as venues.
